Lukooya becomes the fifth signing for the Wakiso-based side after Mohammed Ssenoga, Mulumba Blancha, Samson Kigozi and Mark Nsubuga.
Lukooya broke onto the scene while turning out for Kiira United FC; he then turned out for Soltilo Bright Stars and Soana before featuring for Kenyan giants AFC Leopards in 2017.
Wakiso Giants, who finished eighth last season, have lost most of their first-team players who have gone on to join different sides.
