At the stroke of half-time, Uganda made it 2-0 through another well-taken strike from Mubiru to head for the break in a comfortable lead.
And despite more dominion from Uganda, they couldn't extend their lead as the Tanzanians grabbed one in the 83rd minute as Juma struck past goalkeeper Edrisah Waibi.
Uganda has now won four games in succession, scoring an impressive 24 goals and leaking in just once.
In the final, they will take on one of Zanzibar or South Sudan, as the two lock horns in the second semi-final later on Monday.
