This directive is in line with the open domestic bidding method, strictly abiding by Uganda's Public Procurement and Disposal of Public Assets Act, 2003 (revised in March 2014).

KCCA FC's criteria for the right contractor is precise, as any prospective bidders will have to hold experience under contracts in the role of contractor, subcontractor, or management contractor within the last three years.

Also, such contractors are expected to have handled open public access projects such as markets, stadia, shopping malls and multi-level office buildings.

Moreover, the bidders are required to showcase a substantial track record, having managed at least four projects in recent years, similar to open public access projects with each valued at a minimum of UGX 4.5 billion.

Financial stability is another non-negotiable with a liquidity of five billion shillings or its equivalent.

The 13-time Uganda Premier League champions embarked on the reformation of the iconic 10,000-seater MTN Omondi Stadium in Lugogo in January 2021.

The project had been expected to last four years at a value of UGX 10 billion, with government pledging to release UGX 2.5 billion every year for the project.

The first phase of the redevelopment focused primarily on the VIP wing, with the task entrusted to Sarjan Construction Company, anticipated to span 18 to 24 months.

However, delivery of the work has faced significant setbacks from the authority, with the contractors yet to deliver as expected despite the anticipated period elapsing.

KCCA and the government have allocated up to UGX 10 billion towards the construction of an internationally compliant stadium with UGX 2.5 billion expected to be released every financial year for the duration of the project.
