The renovation of the famous Mandela National Stadium, Namboole has come at a cost, with workers allegedly suffering torture at the hands of members of the UPDF Engineering Brigade, who are overseeing the works.
A story that ran on local television, NTV revealed a one Donald Opio and a colleague Emmanuel Oluka, who were allegedly tortured on suspicion of stealing 42 kilograms of Copper Wire.

Upon arrest, the pair was interrogated and subsequently tortured by their harassers for denying the said crime.
According to Opio, their feet-nails were plucked out, and the perineum got squeezed with pliers by the tormentors.

But, following Shadow Minister Geofrey Kayemba Ssolo's contrasting views, Ogwang did not clarify the facility's readiness for the games.

The two were later taken to Bweyogerere Police to record statements, whose details were imposed by the said tormentors, per Opio.
"I was asked to record what they wanted about how I got the copper. But nothing was recorded about the torture and before reading through, I was asked to sign."
Following the escapades, Opio was later allegedly promised money and a job in exchange for his silence.

"When I was receiving treatment, they preached to me about forgiveness and promised to give me some little money as appreciation for the silence, and that I can continue working with them."
In response, the UPDF Spokesperson Maj. Gen Felix Kulaigye asserted the fact that Opio and his colleague had indeed been found to have stolen the Copper Wires.
