Bugiri Municipality Member of Parliament, Hon. Asuman Basalirwa, is championing the implementation of a groundbreaking sports law that seeks to revolutionise the sports landscape and professionalise sports federations and institutions in Uganda.

Basalirwa emphasised the urgent need for the current sports bill to be signed into law to facilitate the creation of a structured framework that ensures greater accountability within the sports sector.

 Highlighting the prevailing challenges in sports management and administration, Basalirwa remarked:

 “There is a very big problem when it comes to sports management and administration in this country.” 

Most of these federations act like kiosks in town because there is no legal framework between the National Council of Sports and the various federations,” he added.

 Basalirwa expressed optimism about the amended sports bill, eagerly awaiting the President's signature, which will turn it into law.

 "Once the bill is signed in law, all the null administration we are witnessing in federations, National Council of Sports, and sports, in general, will be history," he asserted confidently.

 Basalirwa echoed concerns about the outdated NCS Sports Act of 1964, which he believes has contributed to the current state of disarray within sports federations.

 "In our interactions with various sports federations, we found out that they receive money from the National Council of Sports.” 

Yet there is nothing legally binding these bodies, with some of them in briefcase offices yet they receive money from government,” Basalirwa noted. 

With this progressive legislation, Basalirwa and like-minded people envision a future where sports federations operate under a robust legal framework, fostering professionalism and accountability.
