President Yoweri Kaguta Museveni supports the bill that will reshape the sports sphere in Uganda, but has decided to send it back to Parliament for ‘reconsideration’.

“Pursuant to 91(3)(b) of the Constitution of the Republic of Uganda, HE the President has returned the National Sports Bill for reconsideration raising concerns on Clauses 2, 32, 75 and schedule 2,” a statement said.
The National Sports Act was jointly moved by Hon. Magogo Moses Hassim (MP Budiope East) and Government.
The clauses that needed reconsideration included the Interpretation clause (clause 2), which generally provides definition of various subjects covered under the bill including athletes, the ministry and National Council of Sports (NCS).
The clause was amended during the last reading of the bill to include a definition of National Sports Federations, and also adding definitions like amateur sport, beneficial owner and commercial rights.
A new clause was also included regarding the declaration of a national sport, also defining how a national sport can be registered and recognized.
Clause 32 entails the renumeration of the board of the NCS. The bill provided that the members of the Board shall be paid such renumeration as the Minister may, in consultation with the Ministries responsible for finance and public service, specify in the instruments of appointment.
Clause 75 which rules on Public Sports Infrastructure, with the bill vesting the interests of public infrastructure under the National Council of Sports.
Also returned for reconsideration is the list of existing sports federation, with 51 sports federations included in the initial bill.
The bill was among six bills tabled to the Head of State to sign into law. Museveni, however, passed the Anti-Homosexuality bill 2023 into law.
The 78-year-old also signed the Museum and Monuments bill 2022, the Public Health Amendment bill 2022, the Markets bill 2022 and the Micro-finance deposits taking institutions amendment bill 2022 and the Law Reform (Miscellaneous Amendments) Acts 2023.
