"Fifa reiterates its unwavering commitment to respecting the integrity of all individuals and strongly condemns any behaviour to the contrary," it said in a statement.
In accordance with the disciplinary code, officials must adhere to the principles of fair play, loyalty, and integrity.
The article further states that Anyone who violates basic conduct rules, insults a natural or legal person in any way, especially through offensive gestures, signs, or language, or behaves in a manner that tarnishes the sport of football and Fifa, can face disciplinary measures.
Despite Rubiales' apology on Monday, Spain's Prime Minister Pedro Sanchez said it wasn't enough, and second deputy prime minister Yolanda Diaz joined those calling for his resignation.
