This means any new expenditure will need to be offset by income from departing players. No bonuses from the Club World Cup or other payments can help the club in this matter.

The club's management may need to sell players worth at least £60 million to register all of the aforementioned players and meet UEFA's "positive net spend" requirement.

Otherwise, the Blues' new additions won't be eligible to play. Chelsea won the Conference League last season and reached the semi-finals of the Club World Cup.
