The German newspaper reports, via Sportal, that Bayern have agreed to a loan deal for the 30-year-old midfielder, with an option to buy.
A permanent transfer could be on the cards if Tottenham offer between €25 million and €30 million, Bild adds.
The loan fee has been agreed upon, and transfer expert Fabrizio Romano reports that personal terms have also been finalised, with Spurs covering Palhinha's full salary during the loan period.
Meanwhile, Tottenham are still looking to improve their squad ahead of the new season and have made a move for Real Madrid star Rodrygo Goes.
