SPORT MP Basalirwa faces intimidation over sports federation investigations

Basalirwa has been at the helm of the committee that has headed investigations into the Auditor General’s report over the financial position of the National Council of Sports.

Parliament Accounts Committee (PAC) vice chairman Hon. Asuman Basalirwa has confirmed that he has received chilling threats to his security regarding the committee’s investigation into operation of various sports federations.

Basalirwa has been at the helm of the committee that has headed investigations into the Auditor General’s report over the financial position of the National Council of Sports.

“I have received a phone call from a certain individual whose voice was for a male, threatening me about my security,” Basalirwa told media.

“Watch out and go slow on the issues regarding the Uganda Boxing Federation, he warned me.”

“In his words, he said, Basalirwa, you do not have any security to have your back, yet those your working for have very good security, so you better watch your back especially when dealing with these issues.”

“But I have forwarded the issue to the relevant security organs for further investigations, but as a committee we are still standing strong,” he added.

The PAC preferred to have testimonies from the Uganda Netball Federation (UNF) and Uganda Boxing Federation (UBF) after there were discrepancies raised by the Auditor General’s report.

Following a hearing that included testimonies from UNF president Sarah Babirye Kityo and UBF president Moses Muhangi, the two plus several of their officials were forwarded for further investigation to the Police Criminal Investigations Department.

According to the committee, the Auditor General report raised issues of forgery and falsification of documents especially regarding payment for catering for the national team (Bombers) players and provision of tents.

There were also concerns over the facilitation of a trip for the Bombers to Tanzania, with NCS claiming the event organisers had catered for all the expenses for the trip, yet UBF reported to have used up to UGX 40 million for the trip.

Muhangi and Kityo both recorded statements, but have since been detained which has raised public concern over the investigations.

“The Public Accounts Committee works on the reports of the Auditor General, and in sittings, we have studied reports from the netball and boxing federations,” Basalirwa explained.

“So, we forwarded them for further investigation with the CID, which includes recording statements to get their testimonies about the discrepancies.”

Muhangi and Kityo have since been arrested and detained by Police after they recorded statements.

Kityo was arrested on Monday and remanded to prison for 48 hours before she was granted bail on Wednesday for charges related defamation and obtaining money by false pretence.

Muhangi was arrested on Tuesday afternoon for forgery and falsification of documents, and has been remanded to Luzira Prison until May 31.
